203 Reference - Link ATIS to published references


REFERENCE statements are used to link ATIS files or portions of ATIS files to published documents giving further explanation of the environment which is being used. These references may be injected into the ATIS path by users, PAs, or telescope controllers and should remain unchanged as passed through the system.
